Justice 10:30am – 1 pm Roundtable discussion1:
“Innovative Partnerships for resilient infrastructure,
including
in countries in special situations”
The 2030 Agenda for Sustainable Development addresses
infrastructure across the agenda, in particular through
Sustainable Development Goal 9, which commits the
international community to building resilient infrastructure
and promoting inclusive and sustainable industrialization
and innovation. Infrastructure is also vital in the delivery
of the other 2017 Partnership Forum – 3 April-Page 2
sustainable development goals.
According to the Addis Ababa Action Agenda (AAAA),
investing in sustainable and resilient infrastructure,
including transport, energy, water and sanitation for all,
is a pre-requisite for achieving many of the goals. The
roundtable discussion will explore the main challenges to
infrastructure development in LDCs, LLDCs and SIDS, and the
potential of public-private partnerships for infrastructure
development. The Forum will also explore the implications of
the integrated nature of the 2030 Agenda for Sustainable
Development and the commitments in the Paris Agreement for
engaging in PPPs in infrastructure development, that are
environmentally, socially
and economically sustainable.

Discussion questions:
Under what circumstances are public-private partnerships (PPPs)
most effective in addressing the challenges countries face
in achieving the 2030 Agenda in general and SDG9 in
particular?
How can PPPs be strengthened to better support resilient
infrastructure, green industrialization and inclusive
economic growth?
What kinds of institutional, legal and regulatory framework are necessary
to ensure effective public private partnerships (PPPs) in
infrastructure throughout the partnership lifecycle?
What are the implications of these for regional PPPs in
infrastructure?
What must be
done to ensure that recently announced commitments in the
area of infrastructure development are effectively
implemented?
How are the specific challenges faced by SIDS, LDCs and
LLDCs being addressed?
Afternoon
Session
3:00pm – 4:00pm Roundtable discussion 2
“Principles and guidelines governing UN associated
partnerships”
The Forum will continue the discussion arising from General
Assembly resolution A/RES/70/224 which called on the Council
to “hold a discussion on the best practices and ways to
improve, inter alia, transparency, accountability and the
sharing of experiences of multi-stakeholder partnerships and
on the review and monitoring of these partnerships,
including the role of Member States in the review and
monitoring process”. The adherence to basic principles and
guidelines for multistakeholder and other partnerships that
are in the public domain contributes
to transparency and accountability.
The discussion will provide an opportunity to deepen the
discussions held at the ECOSOC Partnership Forum in 2016 and
once again enabled Member States to consider possible ways
in which to move forward.
