Dear Ladies and Gentlemen, UN officers, NGO leaders,
teachers, youth friends,17 SDGs Pageant, and all press
correspondents:
My name is Harmony Liu, I am a 10th grade student
from Long Island at Jericho High School. I am also the Youth
Ambassador for the World Harmony Foundation, an accredited
NGO in the
UNEP NGO Major Group.
I am proud to be here to join the 2021 Miss Asia Pageant in
Support of UN 17 SDGs news conference, First, I would like
to congratulate the
17 SDG Pageant stars winners from different cities!
Today, I am proud to announce a new Initiative from our WHF
Youth Leadership Council to help protect Mother Earth’s
Ocean. I would like to announce the following public letter
to UN Secretary-General Gutteres, the Presidents of the
General Assembly, and all Heads of State and ambassadors to
the UN:

Water Dumping, Find a Solution!
IT’S TIME FOR YOUTH TO CREATE THE FIRST
GLOBAL HARMONY FOR PEACE ARMY TO PROTECT THE
OCEAN
In April 2021, three independent UN human rights experts
visited Japan and expressed disappointment over Japan’s
decision to discharge potentially still radioactive
Fukushima nuclear plant water into the ocean, warning that
it could impact millions across the Pacific region.
Japan has been overwhelmed for years by this crisis, and we
youth propose to help before more environmental crises in
the ocean and on land will occur.
We call upon the UN Youth Envoy to engage with the World
Harmony Foundation Youth Committee to mobilize the youth of
the world to find a creative solution to this crisis that
should not happen in Japan.
We, the People, as earth citizens, raise a question: the
Ocean like Air, belong to the world public. It like the
climate and the air, is what we call “The Commons.”
As we know, the 2030 Agenda for Sustainable Development,
containing the 17 Sustainable Development Goals, is the
roadmap for human and planetary survival in the 21st
Century.
SDG 14, Conserve the ocean, seas and marine resources, and
SDG 6, which is Sustainability - Manage Water Resources, are
connected.
The UN does not have a standing army, it has Peacekeepers,
but the UN cannot enter any country without permission even
with Peacekeepers, who have won the Nobel Peace Prize.
So here is a question: what army is worldwide, has hundreds
of millions armed only with social media and technology,
needs no passports is ready to solve problems and create a
society based on harmony
and peace?
Youth. The UN defines youth up until the age of 35.
We are ready to find a solution to one of the most serious
problems the world will face within 5 years. The nuclear
disaster at Fukushima, Japan, is having problems disposing
of the radioactive water that is used to cool the reactor.
There are two parts of the UN system that, in my view and
the view of the World Harmony Foundation Youth Council, can
be used to create an alliance of young problem solvers to
make sure the water is not released into the ocean.
The International Atomic Energy Agency is the part of the UN
system that deals with all issues involving the peaceful use
of atomic energy. The International Hydrology Organization
of UNESCO deals
with water issues.
If the ocean is contaminated, there will be an environmental
catastrophe. The radioactivity will travel through the ocean
and eventually contaminate drinking water in coastal
communities all around
the Pacific rim.
Since parts of the UN very often do not speak with each
other, but youth do since we do not recognize artificial
boundaries, I would think that a global non-stop hackathon
involving youth all over the world can help to find a
solution to this potential crisis.
We cannot wait for the first woman to be elected
Secretary-General in 2026 to solve the problem that will
make life in the ocean impossible, make drinking water
contaminated. We need the current Secretary-General to call
together this new peaceful army of young entrepreneurs
through his Youth Envoy.
There is no planet B or C, we must continue to live on
earth. If youth create a world of peaceful and harmonious
societies, we may be able, through science, to solve the
problem of Fukushima Water.
Life on land will be impossible if life in the ocean is full
of radioactivity. Our food supply, and many jobs relying on
fishing as well, will start to disappear. In China, we have
a great deal of food from the ocean.
We will not be able to eat it.
This World
We call on all Heads of State to support this initiative to
protect our Mother Earth’s ocean!
We call on the UN Secretary-General, through his Youth
Envoy, and the President of the General Assembly, and all UN
Ambassadors to support this initiative.
We call on the World Bank and the Multilateral Financial
Institution and philanthropists to support this Initiative
to protect our
Mother Earth’s ocean.
We call on the UN Dept. of Global Communications to ask the
Youth Envoy to organize all the youth who are leaders
already to join an internet online discussion about “The
Future Ocean We Want.”
Let us join to link all SDGs through youth partnership for a
Harmonious, Unifying and Peaceful One Human Family

亲爱的女士们、先生们，联合国官员、非政府组织领袖们、老师们、青少年朋友们、17
个可持续发展获选之星，以及所有新闻记者们：
我名Harmony
Liu，是来自长岛Jericho高中的10年级学生。我也是世界和谐基金会的少年大使，世界和谐基金会是联合国环境署UNEP的主要非政府组织。
我很荣幸能在这里被邀请参加2021年支持联合国17项可持续发展目标的亚洲小姐选拔赛新闻发布会，首先，我先祝贺来自不同城市的17项SDG选拔赛明星获奖者！
今天，我很自豪地宣布我们世界和谐基金会青少年领袖委员会为保护地球母亲的海洋的一项新倡议，
我想宣布以下这封致UN秘书长古特雷斯、二位UN大会主席以及所有国家元首和驻联合国大使的公开信。
这封信的标题是：
《终止核废料的倾倒，寻找解决方案！》
是让青少年创建第一支保护海洋的全球和谐促和平部队的时候了！
2021年4月，联合国新闻报道：“三位独立的联合国人权专家考察日本，对日本将可能仍然把放射性的福岛核电站水排入海洋的决定表示失望，并警告这可能会影响整个太平洋地区的数百万人。”
我们人民，作为地球公民，提出这样的问题：公共海洋和空气一样，都属于世界大众，是我们所说的
"公共资源"，
它属于193个联合国会员国的，不属于日本一国，
没有各国大使在联合国大会投票批准，
日本根本没有权力倒核废水到公海！
日本多年来都被这场危机压得喘不过气，所以我们青少年倡议在海洋和陆地发生更多环境危机之前，联合国与各国必须为该危机提供解决方案。
我们呼吁联合国青年特使与世界和谐基金会青少年委员会联合，动员全世界的青少年，为这场不幸在日本发生的危机找到一个创新方案！
我们知道，SDG包含17个可持续发展目标的《2030年可持续发展议程》是21世纪人类和地球生存的路线图。SDG
14:
保护海洋和海洋资源，和SDG
6:
可持续管理水资源，是相互关联的。
联合国没有常备军，它有维和部队，但联合国不能未经允许地进入任何国家，哪怕是获得诺贝尔和平奖的维和部队。
因此，我们提出一个问题：什么军队是世界性的，拥有庞大数量的？只用社交媒体和技术武装起来的，不需要护照就能解决问题的、并能创造一个和谐和平的社会的？
青年，联合国对青年的定义是35岁以下的人。
我们准备为世界在5年内将面临的最严重的污染问题、日本福岛的核废水灾难找到解决方案
，就是处理用于冷却反应堆的放射性水方面存在问题。
在我和世界和谐基金会青少年理事会看来，联合国系统有两个部分可以用来建立一个解决问题青少年者联盟，以确保这些水不被排放到海洋中。
国际原子能机构是联合国系统的一部分，用来处理所有涉及和平利用原子能的问题。教科文组织的国际水文组织负责处理水的科技问题。
如果海洋被污染，那将会有一场环境灾难。放射性将通过海洋传播，最终污染太平洋沿岸社区的饮用水。
由于联合国各部门之间经常互不交流，但青少年可以，因为我们不管人为的边界，我认为有一个全球不间断的黑客马拉松，让全世界的青少年参与进来，可以帮助找到这个潜在危机的解决方案！
我们不能等待到2026年再竞选第一位女性秘书长来解决这个问题，五年内，倒入大海的核废水将使海洋中的生命无法生存，使饮用水受到严重的污染！我们需要现任秘书长通过他的UN青年特使召集这支由青年企业家组成的新的环境和平维护军队。
我们没有备用星球，我们必须继续生活在这个地球上。如果青少年创造了一个和平与和谐的世界，我们也许能够通过科学方法解决福岛水的问题，且我们从科学家了解到，已经存在这样的科学技术了！
如果海洋中的生命充满了放射性，那么陆地上的生命将是不可能的生存，我们的食物供应链，以及许多依靠捕鱼的工作，将开始消失。在有海岸的国家，我们有大量的食物来自自海洋，难道我们就眼睁睁的看着海洋生物消失在这个世界吗？
我们呼吁所有国家元首支持这一倡议，以保护我们地球母亲的海洋。
我们呼吁联合国秘书长（通过其青年特使和大会主席），以及所有各国驻联合国大使支持这一倡议。
我们呼吁世界银行和多边金融机构以及慈善家支持这一倡议，以保护我们地球母亲的海洋。
我们呼吁联合国全球传播部要求青年特使组织所有已经成为领导者的青少年参加关于
“我们想要的未来海洋”
的线上讨论。
让我们一起通过青少年伙伴关系将所有的可持续发展目标联系起来，建立一个和谐、统一、和平的人类大家庭。
